Spectral Imaging in Precision Agricultural Management: Potential for Crop Health Monitoring and Pathogen Detection

There is growing interest in the utility of hyperspectral imaging, particularly from autonomous airborne platforms for agricultural management. The technology has developed considerably over the decades from its roots in satellite imagery and geographical information systems. The enhanced and more detailed information that spectral imaging technology offers has the potential to provide insight beyond basic coverage and plant stress to include pathogens and other threats.

New spectral imaging technologies such as front staring or snap-shot systems mitigate issues with spatial non-uniformity and resolution that are often encountered with line-scanning systems.

In addition the introduction of machine learning algorithms shows promise in aiding in the interpretation and utility of the extremely large data sets captured, particularly for non-experts.

Francois Chenard is a world-class technical expert in specialty optical fiber who cumulates more than 21 years of experience in corporate management and business development in high-tech industries. Dr. Chenard earned his Ph.D. in Engineering Physics, specialized in Non-Linear Optics and Optical Waveguide at Laval University, Quebec city, Canada (1991). In 1998, Dr. Chenard created CorActive High-Tech, a specialty optical fiber manufacturer in Canada, and in 2006 he started IRflex Corporation in Virginia to produce mid-infrared fiber-optic devices. In 2009, Dr. Chenard setup the state-of-the-art manufacture facility in Danville, VA, to develop and produce next-generation fiber-optics devices for mid-infrared applications: military, medical, industrial.


Roadmap to scale-up production of affordable mid-IR detectors

Adam Piotrowski joined VIGO in 2002 as a Specialist in the Technology of Detectors Department. He has held positions in the MOCVD laboratory and as Head of Detector’s Department. Since January 2015 he has been President of the Board and a vice chairman of Polish Technological Platform on Photonics. Dr. Piotrowski is a graduate of Warsaw University of Technology (Politechnika Warszawska) with a master's degree in electronic engineering. In 2008 he completed his Ph.D. in technical sciences engineering at the Military University of Technology (Wojskowa Akademia Techniczna). Dr. Piotrowski has authored many publications on methods of manufacture and applications of infrared detectors. He is also responsible for application developments of novel sensor systems especially laser based, affordable gas detectors and analyzers.

Eric Takeuchi currently serves as the Vice President of Strategy & Business Development for the DRS Daylight Solutions line of business of Leonardo DRS. Daylight is a world-leading innovator, specializing in the commercialization of mid-infrared laser based systems for molecular detection, illumination and imaging applications. While at Daylight, he has been responsible for identifying and capturing new business opportunities, establishing product and technology roadmaps and executing go-to-market strategies. He has accumulated more than 25 years’ experience in both technical and business management in the photonics industry. During this time, he has held leadership positions in R&D, product development, product management and business development. He has authored or co-authored several peer reviewed technical articles and has been named as co-inventor on several U.S. patents. Tunable Quantum Cascade Lasers: Transitioning From the Lab to The Field

Mark F. Witinski completed his doctorate in chemical physics at Cornell University in 2006, where his work centered on using molecular beams and laser spectroscopy to examine the dynamics of molecular collisions. He then spent over five years as a Research Associate in the laboratory of Prof. Jim Anderson at Harvard. There, he was focused on innovative approaches to Mid-IR spectroscopy using Quantum Cascade Lasers. Dr. Witinski served as co-founder and President of Eos Photonics prior to the merger to form Pendar Technologies. At Pendar, he focuses primarily on applications development, business to business strategic partnerships, and Government sales. He is a Fulbright Scholar and has authored numerous publications in fields such as chemical physics, trace detection, and laser development.

FLIR: Using Shortwave Infrared (SWIR) Cameras for High Temperature Measurement Applications

Historically, shortwave infrared (SWIR) cameras using Indium Gallium Arsenide (InGaAs) based detectors have primarily been used as imaging devices in light reflectance applications. Whether the application is agricultural/petrochemical inspection, forensics, spectroscopy or water detection, the cameras have only been used to provide qualitative image data. However, these cameras are also capable of detecting the amount of infrared radiation emitted from materials when they reach temperatures above 300°C. This allows SWIR cameras to be thermographically calibrated to provide accurate, quantitative temperatures values in applications where the measurement targets are hot.

This interactive presentation will discuss the benefits of using thermographically calibrated InGaAs SWIR cameras for temperature measurements on objects above 300°C and provide examples for a variety of user applications.

Marco Snikkers has been involved in developing spectroscopy applications for the last decade. Based in Europe he helped many OEMs in successfully integrating spectrometer components to develop solutions for many applications. After that he moved to Florida to become responsible for shaping and executing the company’s strategy for multispectral imaging solutions, which resulted in the Pixelteq product line. Most recently, Snikkers has been driving Ocean Optics’ efforts in the food and agriculture market, working closely with world-experts in food analysis to implement spectroscopy into portable solutions.

The Sensors and Instrumentation Technical Advisory Committee (SITAC) advises the Office of the Assistant Secretary for Export Administration within the Department of Commerce on technical questions that affect the level of export controls applicable to sensors and instrumentation equipment and technology.

Background
Technical Advisory Committees (TACs) advise the Department of Commerce on the technical parameters for export controls applicable to dual-use commodities and technology and on the administration of those controls. The TACs are composed of representatives from industry and Government representing diverse points of view on the concerns of the exporting community. Industry representatives are selected from firms producing a broad range of goods, technologies, and software presently controlled for national security, foreign policy, nonproliferation, and short supply reasons or that are proposed for such controls, balanced to the extent possible among large and small firms.

TAC members are appointed by the Secretary of Commerce and serve terms of not more than four consecutive years. Members of the public who are not members of the TAC are welcome to attend the open session of this committee meeting. A closed session will immediately follow the open session.
