Freiburg, a picturesque gateway to the Black Forest, has transformed itself into a beacon of energy efficiency. Ever since the city went on an energy diet in the 1970s, its buildings have managed to far exceed the German government's already ambitious standards.
The city reduced emissions nearly 14 per cent between 1992 and 2007, despite a 10 per cent rise in population.
