27 May: House Research Subcommittee Discusses Nanotechnology: The Research Subcommittee of the House Science, Space and Technology Committee held a hearing recently, during which Members examined nanotechnology research and development and discussed the National Nanotechnology Initiative (NNI). Both parties noted that the House of Representatives had previously passed a reauthorization of this Initiative but that the Senate did not. There was bi-partisan interest from Members of the subcommittee to again attempt to reauthorize NNI. Read more


16 May: PCAST Discusses Advanced Manufacturing Partnerships, Systems Engineering, and Innovation in China: 
The President's Council of Advisors on Science and Technology (PCAST) held a meeting during which they discussed advanced manufacturing partnerships, systems engineering as it relates to healthcare and the implications of Chinese advancements in science, technology, and innovation. Read more

16 May: Senate Appropriations Committee Holds Innovation Hearing: The Senate Committee on Appropriations held an hearing to examine federal investments in innovation, to which more than 100 organizations submitted testimony. Five witnesses testified at the hearing. Chairwoman Barbara Mikulski (D-MD) opened the hearing by asking "are we running an innovation deficit?" She highlighted that "the hallmark of our DNA has always been in discovery, entrepreneurship, and the protection of intellectual property" and commended senators on both sides of the aisle for supporting federal research investments. 9 May: Report Outlines Areas for Federal Investment and Cooperation in Optics and Photonics: A report outlining opportunities for investment and cooperation in applied optics and photonics research was prepared by the Fast-Track Action Committee on Optics and Photonics (FTAC-OP) and presented to the White House Office of Science and Technology Policy's Physical Sciences Subcommittee of the Committee on Science, National Science and Technology Council.

The report, "Building a Brighter Future with Optics and Photonics" is aimed at highlighting research and capability opportunities and describes a need for "affordable and convenient access to experimental fabrication facilities to test new device designs, fabrication approaches, and materials." 8 May: House Appropriations Committee released draft reports on:

  • FY 2015 NIST Appropriations Bill:
    The FY 2014 adjusted appropriation was $850.0 million
    The FY 2015 adjusted request is $900.0 million, an increase of $50.0 million or 5.9 percent
    The House bill provides $855.8 million, an increase of $5.8 million or 0.7 percent above current funding

  • FY 2015 NASA Appropriations Bill:
    The FY 2014 appropriation was $17,646.5 million
    The FY 2015 request is $17,460.6 million, a decrease of $185.9 million or 1.1 percent
    The House bill provides $17,896.0 million, an increase of $249.5 million or 1.4 percent above current funding

    The FY 2014 appropriation was $7,171.9 million
    The FY 2015 request is $7,255.0 million, an increase of $83.1 million or 1.2 percent
    The House bill provides $7,409.2 million, an increase of $237.3 million or 3.3 percent above current funding
