Paper Abstract

When an image is compressed using the cosine transform algorithm it is traditional to separately quantize the coefficients with an (Even) Max Quantizer. The Odd Max Quantizer is generally used at high compression ratios since although it is less efficient it si visually more pleasing. Using a very simple coding scheme, we show how the intrinsic inefficiency of the Odd Max Quantizer may be virtually eliminated.
